Mr. Jeff Hubert assumed the directorship for the Secretary of the Air Force’s Office of Commercial and Economic Analysis (OCEA) in January of 2021, having served as the Director for Portfolio Management since September of 2018. In this role Mr. Hubert was responsible for and oversaw risk analysis and their responses across five Air Force and one Navy portfolio. In this position, Mr. Hubert served as an advisor to several Air Force acquisition directorates for market-level risk exposures to research and development, production and modernization efforts within the Air Force and the Defense Industrial Base, writ large.
Prior to his joining OCEA, Mr. Hubert was a senior manager with EY (formerly, Ernst & Young) in their Risk Advisory practice. While with EY, he was a lead in developing both the third-party due diligence and risk management construct offerings that became the foundation for the current work of the Office of Commercial and Economic Analysis.
His innovative approach to risk analysis is now used for strategic and operational-level market assessments of emerging and foundational technologies, including Committee for Foreign Investment in the United States concerns. Additionally, this approach supports operational and tactical-level assessments, identifying vulnerabilities as part of pre-acquisition and supply chain analysis.
